FIM - Racing Decisions
The 2025 FIM General Assembly was held on 5 December 2025 in Lausanne (Switzerland) in the presence of 85 National Federations (FMNs), in the framework of a full week of meetings, including the FIM Board of Directors meeting, the International Foundation for Motorcycling (IFM) Board meeting as well as the inauguration of the Racing Motorcycle Museum (RMM) and 2025 FIM Awards, the prize-giving ceremony to celebrate the 2025 FIM World Champions and Trophies winners.
The following topics were submitted to the delegates of the National Federations attending the 2025 General Assembly:
Report from the President: The President underlined the sound financial situation of the FIM and reminded the assistance provided to FMNs and CONUs. An overview of the main 2025 sporting and beyond sport activities was presented.
In addition, the President mentioned that all CONU statutes had been aligned with those of the FIM, while taking into consideration the individual aspects of each CONU. This harmonisation was paramount to progress with a common line and shared goals.
The Strategic Plan was updated to reflect the evolution of motorcycling sport and that of the world in general. The Governance was reinforced to further protect the FIM. Finally, the President showed the transformation of the former FIM HQ into the Racing Motorcycle Museum, which will be inaugurated today in the presence of the 2025 FIM World Champions.
The expulsions of the Federación Paraguaya de Motociclismo (FEPAM) and the Korea Motorcycle Federation (KMF) was agreed on. The affiliations of the Federación de Motociclismo de Paraguay (FEMOP), the Federation of Motorcycles Sport - Korea (FOMS), the Fédération Algérienne des Sports Mécaniques (FASM) and the Rwanda Automobile Club (RAC) were approved, bringing up to 125 the total number of National Federations affiliated to the FIM.
Finance: The General Assembly approved the 2024 financial statements and the 2026 budget.
Sports: All disciplines were presented with a particular focus on the new promoters for the Endurance World Championship, Speedway World Championship, HardEnduro World Championship and FreestyleCross as of the 2026 season; the new road to MotoGP; the creation the FIM Bagger World Cup; the suspension of the Moto-E World Championship; the newly created category (Sportbike) in Superbike; the creation of a Motocross Safety Working Group; the electric motorcycles competing alongside the internal combustion engine machines in the Supercross and SuperEnduro World Championships; the upgrade of the European QuadCross Championship to a World Championship; the reform of Trial under the motto “shorter and faster”; the upgrade of the Women Trial2 and Junior SuperEnduro World Cups to World Championships; the upgrade of the Women’s Speedway Gold Trophy to a World Cup; the success of the FIM Racing Homologation Programme (FRHP); the work on Equivalence of Technology (EoT) / Balancing of Performance (BoP); the programmes and initiatives related to the safety in addition to the editing and implementation of the first-ever FIM Concussion Guidelines as of 2026.
Beyond Sport: Initiatives related to women, sustainability, touring and mobility were highlighted, such as the Women’s Speedway and MXGP Academies; the FIM equal gender opportunities guidelines; the cooperation with the International Union for the Conservation of Nature (IUCN), the KiSS programme; the CTL Advantage Card as well as the European-wide campaign “Learn-Ride-Enjoy-Repeat” designed to encourage novice and experienced riders to take high-quality motorcycle training on a voluntary basis.List of International Judges (LJI): The appointment of Mr David CHU, Mr Achilles DAMEN, Mr Peter DAVIS, Mr Niall GEANEY, Mr Josep Francesc VANDELLÓS ALAMILLA and Ms Elena ZUCCONI GALLI FONSECA as members of the LJI was confirmed.
Amendments to Codes and Regulations: The General Assembly agreed on the amendments to the Statutes as well as to the Sporting Code, including the new calendar and licence fees proposals.
Racing Motorcycle Museum (RMM): The inauguration of the museum, to be managed by the International Foundation for Motorcycling (IFM) besides the first-ever induction ceremony to the FIM Hall of Fame, will take place in the presence of the 2025 World Champions, representatives of the Canton de Vaud and of the Commune de Mies, key industry stakeholders, promoters as well as FIM Family members.
2026 General Assembly and FIM Awards: A progress report on the 2026 General Assembly and FIM Awards, to be held on 27 & 28 November 2026 in the Principality of Monaco, was provided.
2026 Commissions Conference: The Conference will take place in Lyon (France) from 6 to 8 February 2026.
International Foundation for Motorcycling (IFM): A progress report on the 2025 activities was outlined. The 2024 audited financial statements and management report had been approved by the Foundation Board along with the Swiss supervisory authority for the foundations.
Reports: In addition, the CONU Presidents, the Board Committees Chairs, the Working Groups Chairs, the Commission Directors and the Directors of the Administration Departments presented their respective progress reports.Distinctions: The General Assembly approved to award Mr Jos VAESSEN the title of FIM Honorary President. Mr Robert DEWAR – was granted posthumously the title of FIM Member of Honour.
The FIM Motorcycling Merit Diploma was awarded to Mr Willy LÄDERACH (Swiss Moto) and Mr Jean-Claude SCHERTENLEIB (author and motorcycling specialised journalist). Mr Santiago GARCIA RUIZ won the 2025 FIM Touring World Challenge (Rider). Moto Clube do Porto (FMP) received the 2025 FIM Touring World Challenge (Club).
Ten FMNs were congratulated, namely 20 years for Israel Motorsport Federation (IMSF); 30 years for Motorsport South Africa (MSA); 40 years for Federació Motociclista d’Andorra (FMA), Automobile General Association Macao-China (AAMC) and for Assocjazzjoni Sport Muturi u Karozzi (ASMK); 60 years for Mongolian Automobile and Motorcycle Sports Federation (MAMSF), Federazione Sammarinese Motociclistica (FSM); 70 years for Federacion Deportiva de Motociclismo de Chile (FMC); 80 years for Federación Nacional de Motociclismo de Guatemala (FNMG) and 90 years for Svenska Motorsportförbundet (SVEMO).

The foundations are already in place for another year of building and succeeding in 2026, but before we all begin further work for the future, it is now the moment to reflect, celebrate and enjoy our many FIM World Champions and the FIM Trophy winners at the FIM Awards tomorrow along with the official inauguration of the Racing Motorcycle Museum. We are proud to host these historic moments in the FIM’s home country and region and I hope that everyone has a memorable stay in Switzerland.”
